Reference Malaya's secret telegram of the 13th July, addressed to me as H.E. No. 244, repeated to you as No. 196.
Provided you see no objection, grateful if you will offer Messrs. C.A. Nicol, W.J. Wall and W., Kinloch transfer on promotion to the post of Assistant Superintendent in the Malayan Police Service, and Mr. L.A. Searle transfer to the post of Assistant Superintendent in the Malayan Police Service, on the terms set out in the attached memorandum, subject to their physical fitness, The first three named would enter the lialayan scale at $450 a month, and Mr. Searle at $700 a month.
If these officers accept and are passed fit, you will no doubt arrange for their transfer to Malaya at the earliest possible date direct with the High Commissioner, informing me in due course of the effective dates of transfer.
